I'm not convinced however that if a PDF file is not valid and/or well formed it necessarily needs to be migrated/re-constructed. There are risks associated with aspects of some PDFs but they don't necessarily align with divergence from the PDF spec.&lt;/p&gt;&lt;p&gt;Migration is a very serious undertaking as it can seriously damage a file in unexpected ways, unless very thorough quality checks are applied. I'd suggest that migration should only be undertaken as a last resort when accessibility is clearly threatened. The issue in 2009 you point of was of their EC2 short term store which we don't rely on for long term storage. The launch instance is US hosted for US customers or those that don't care where the content is. The next instance will be hosted in the EU (Ireland) which is operated by the EU subsidiary of Amazon.
